Interpretation of Summorum Pontificum

Rorate Caeli informs us that Ecclesia Dei has confirmed that it is issuing a directive that says exactly how Summorum Pontificum is to be interpreted.  There can be no doubt that this is a result of bishops who have consitently rendered the text to say what they want it to say or, in some cases, completely disregard what the document actually says.  In most of these cases I don't suspect that it was actually the bishop so much as the bishop having bad advisors, but that is a whole different post.  I'm sure Ecclesia Dei, the commission tasked with handling the requests and for supervising the extraordinary form, has received many requests, questions, complaints, etc. since September 14 that they've had no choice.  I've even heard of a Bishop who has forbidden one of his priests from using the extraordinary form, even though I know this priest is surely qualified.  I have heard that priest has taken his cause to Ecclesia Dei along with, I'm sure, many others who have been denied their right to celebrate Mass in a form that the Holy Father has allowed them to.
